Casumo’s licences are routinely said to “ensure that the casino follows strict rules for fairness and safety.” One of those regulators fined the operator £6 million for failing to follow those rules. That is where this page has to begin.

The regulatory record

Three things about that record are worth drawing out.

It is not recent, and it is not hidden. The audit covered late 2019 to early 2020 and the penalty was published in March 2021. It has been on the public record throughout — it simply did not appear on this page.

The remediation is part of the record. New leadership took operational control in January 2020, and a further Commission assessment in July 2020 confirmed a fundamental shift in the operator’s policies, processes and controls. Reporting only the fine would be as incomplete as reporting neither.

The specific failings map onto New Zealand’s new rules. No spending limits based on a customer’s known means. No interaction with someone losing heavily in a single session. Those are exactly the behaviours the 2026 regime is designed to prevent.

What a licence actually guarantees

This is the most useful thing this page can offer, and it applies well beyond one operator.

Nearly every casino page on the internet — including most of the others in this section — states that a licence “ensures” fairness and safety. It does not. It creates obligations, and gives a regulator the power to check and to punish.

The £6 million penalty is evidence of that system working, not of it failing. An operator in a jurisdiction with no meaningful supervision produces no fines and no published findings, and a page can then describe it as having a clean record because nobody was looking.

When you see a clean regulatory history, ask whether the regulator conducts audits at all.

The New Zealand position

Under the Online Casino Gambling Act 2026 and its regulations, licensed New Zealand operators will be required to provide daily, weekly and monthly deposit, spend and session limits; to monitor player behaviour for signs of harm; to offer self-exclusion that takes effect within 24 hours and cannot be shortened; and to verify age with a minimum of 18.

Those requirements exist because of cases like the one above. They do not apply to an operator serving New Zealand without a New Zealand licence.

Operators serving New Zealand before 1 May 2026 fall within the transitional arrangements and may continue until 1 December 2026. After that, only those that have applied for a licence may continue. The Department of Internal Affairs publishes its register from early 2027, and until then no operator can accurately be described as licensed here. What was actually established about the operator

Very little, which is itself worth recording.

The typical write-up runs to roughly 900 words across five sections and contains no licence number, no operating company, no bonus figures, no wagering requirements, no withdrawal limits and no game-level return information. The bonus section describes “a match bonus on their first deposit and free spins” without a single number attached.

What can be said: Casumo launched in 2012, operates from Malta, holds Malta Gaming Authority and UK Gambling Commission licences, and runs a large library aggregated from third-party studios with a live dealer section.

Beyond that the content is generic. Sections on “Ease of Use” and mobile navigation describe features common to every casino platform, formatted into tables that carry no operator-specific information.

Games and returns

Popular titles get listed and the library described as “fantastic”, without any return figures.

Three points that apply to any operator.

Game count is not a quality measure. Return rates are set per game and visible in each game’s information panel.

The operator’s regulatory history, on the regulator’s own public register rather than a review page — enforcement actions are published. The currency in the payment limits, not the headline. The wagering multiplier and what it applies to. And which harm-minimisation tools are actually offered: deposit limits, loss limits, session reminders and self-exclusion.

Has Casumo been penalised by a regulator?

Yes. In March 2021 the UK Gambling Commission fined Casumo Services Limited £6 million for social responsibility and anti-money-laundering failings identified in an audit of October 2019 to January 2020, alongside an official warning and mandatory independent auditing.

What were the failings?

The operator had not put its customer interaction policies into effect — one customer lost around £1.1 million over three years without a responsible gambling interaction. On the AML side, there were no internal spending limits based on known income or wealth, bank statements were not fully checked, and identity checks were insufficient.

Has anything changed since?

Casumo attributed the failings to its start-up phase and appointed a new chief executive who took operational control in January 2020. A further Commission assessment in July 2020 confirmed a fundamental shift in policies, processes and AML controls.

Does a licence guarantee a casino is safe?

No. A licence creates obligations and gives a regulator power to audit and penalise. This case demonstrates both that obligations can be breached and that a real regulator acts when they are. An operator with no enforcement history in a jurisdiction that runs no audits tells you nothing.

Is Casumo licensed in New Zealand?

No. No operator is. Malta and UK licences are not New Zealand authorisations and provide no domestic route of complaint. The DIA register opens from early 2027.

Why were the payment limits in euros?

Because the content was adapted from another market without the figures being checked. If an account is not held in New Zealand dollars, conversion costs apply on deposits and withdrawals, charged by the payment provider rather than the casino.
